A while ago regulation was put in place which meant that divers needed to be licenced to use lift bags, talk about a sledgehammer....

This should have impacted on guys and gals lifting bits from wrecks and sending up sacks of scallops in deep water off-shore and away from prying eyes.....will it?

I suspect not because the people most likely to get their fingers burned are those lifting 'crap' out of the water close to the shore, where the crap comprises of lost anglers gear, ghost fishing pots and the miscellaneous detritus left by moderen society.
